The role of the Pan-European eGovernment Services Committee (Pegsco) is to assist the Commission in the implementation of Decision 2004/387/EC of Parliament and of the Council of 21 April 2004 on interoperable delivery of pan-European eGovernment services to public administrations, businesses and citizens (IDABC).
The tasks of the Pegsco are specified in Decision 2004/387/EC itself, e.g. in Article 8 in relation to the IDABC work programme, but also in Council Decision 1999/468/EC of 28 June 1999 laying down the procedures for the exercise of implementing powers conferred on the Commission (‘comitology decision’). These two decisions serve as ‘terms of reference’ for the Pegsco.
The Pegsco is a management committee in the sense of Article 4(1) of Council Decision 1999/468/EC. Following this article, the Pegsco is composed of the representatives of the Member States and chaired by the representative of the Commission.
The countries of the European Economic Area (EEA) and candidate countries that have joined the programme are participating in the Pegsco with observer status.
Members of the Pegsco are nominated by the Member States to whom they report.
In line with Article 7 of Council Decision 1999/468/EC and the principles and conditions on public access to documents applicable to the Commission in general, the summary records of the Pegsco meetings are made available to Parliament and the public at large via the Register of Comitology.
The full minutes of the meetings are made available to the Pegsco members and observers as well as the permanent representations of the Member States and the participating EEA and candidate countries. In exceptional cases, such as an evaluation of the implementation of the programme, minutes or parts thereof might be made available to the evaluator on a confidential basis.
